The system, as a budget-holder uses it.
The ACWIS Console opens in its own window: set a scenario, see where shortages bite, check what the evidence does and does not establish, place the budget against the current rule, and leave with a report. It runs on 2,953 real U.S. counties, and every figure says how it was produced.
Open in the browser
The console opens in a new tab as a full-window app. Nothing is sent anywhere; your settings and runs stay on this device.
Install on this device
From the console's top bar, use Install app (Chrome and Edge show a prompt; on iPhone or iPad use Share, then Add to Home Screen). It then opens with its own icon and keeps working with no connection.
Download the offline file
One self-contained file with the full console, data and maps inside. Save it anywhere and double-click to open; no internet, no server, no installation.
What the console is: the decision interface of ACWIS running its allocation engine on public data, with the same labels and report the production system produces. What it is not: a measured health effect of a placement, which needs the score-component data the research plan specifies. Each view says which is which.
